ABOUT TOM GARCIA, JR.

Tom Garcia, Jr. was elected to the office of the Sandoval County Assessor in late 2010 and is now serving his second term after re-election in 2014. Among his many accomplishments, Mr. Garcia served as Director of the Property Tax Division for 8 years under the Johnson administration. He is a lifelong resident of New Mexico and has dedicated his career to this field. He is a 30 year member of the International Association of Assessing Officers and has been an IAAO instructor since 1974. He has taught several IAAO Appraisal courses in New Mexico and throughout the United States. Tom Garcia, Jr. is also a retired licensed New Mexico State certified appraiser.

Mr. Garcia brings over 30 years of experience and knowledge to the Assessor's Office. Mr. Garcia has made it his priority to establish trust, integrity, and transparency within the Assessor's Office. His primary focus is on serving ALL the citizens of Sandoval County in a fair and equal manner.

The following items are some of Mr. Garcia's accomplishments during his first term as the Sandoval County Assessor:

  • Found over $700,000 for the Rio Rancho School Districts that were not being paid through the IRB as agreed upon.
  • Reduced Taxpayer complaints substantially.
  • Reduced Taxpayer protest from over 16,000 per year to fewer than 3,000 per year thus enabling the staff to perform the duty of appraisal.
  • Initiated and worked with Senators and Representatives to pass legislation that simplified the application process for the county's Senior & Disabled citizens for the Limitation on increase in Value. (commonly known as the Value Freeze)
  • Spearheaded a Door to Door Countywide Reappraisal Plan. Over the past four years, the reappraisal staff has visited, measured and entered correct data on over 45,300 residential parcels thus creating an accurate and fair assessment.
  • Initiated and worked with Sandoval County Human Resources Department to implement the Catastrophic Leave Policy for all the employees in Sandoval County.
  • Equalized salaries and certification pay for qualified staff.
  • Reduced General Budget
  • Changed existing policies upon taking office to produce a more taxpayer friendly environment.
  • Created an environment conducive to furthering education specific to Assessing offices.
    • Eleven staff members have achieved various IAAO (International Association of Assessing Officers) state certifications. Two of those employees became New Mexico Certified Appraisers.
    • The office has sixteen New Mexico Certified Appraisers.
    • Several employees are working towards their NM EDGE certification (Education Designed to Generate Excellence in the public sector; a program provided by New Mexico State University) Two employees have received their Certified Public Official certification.
    • Nine employees are working towards their IAAO national designations. (This designation will allow them to teach the IAAO courses at a national level)
  • As a NM Edge Instructor (through New Mexico State University), Mr. Garcia has created and rewritten several of the Assessor and Appraisal courses. He has also instructed several of the NM Edge courses available for Assessors and Appraisers.
